I would say Data/Tasha is canon, since they were, as Data puts it, intimate.

I love Bashir & Garak and will read both M/M fics pairing them and gen fics about their friendship. They had a wonderful deep, complex friendship and it absolutely could've gone beyond friendship into romantic and/or sexual, though I agree that I don't think it ultimately would've lasted.
